Nancy Hylden has 20 years of government relations experience. She has represented trade and professional associations as well as businesses before the Minnesota Legislature, state agencies, and local units of government.
Nancy Hylden first became a member of Faegre Baker Daniels' government relations team in 1997. She represents businesses and trade and professional associations before the Minnesota Legislature, state agencies, and local units of government. After serving as a law clerk in 2004-05 at the Minnesota Supreme Court for Justice Russell Anderson, she returned to Faegre Baker Daniels as an attorney.
Prior to joining the firm, Nancy was Director of Health and Energy Policy at the Minnesota Chamber of Commerce. She also has "hands-on" experience working as a chemist in the electric and oil refining industries. This experience included permitting, compliance work and interaction with regulatory agencies.
In 1997, Nancy served as President of the Minnesota Women's Education Council, a non-profit organization training potential women candidates for public office. She also served as President of the Minnesota Women's Political Caucus in 1998.
Lobbying
Nancy has represented clients at the state capitol on a range of policy issues, such as education reforms, data privacy, insurance and banking regulation, professional licensing, securities regulatory reforms, energy transmission and renewable energy policy and government procurement.
Nancy has experience representing clients at the municipal and county level on special projects, such as graffiti reduction, taxi regulatory reform and franchising issues. She has also represented clients who need assistance with state and local regulatory agencies.
Nancy has provided lobbying services to corporate clients such as American Institute of Architects, American Public Media Group, American Transmission Company, Clear Channel Outdoor, Crown Hydro Company, Great River Energy, IBM, MacPhail Center for the Arts, Prudential Financial, Inc., Target Corporation, Walker Art Center, Minneapolis Foundation, Federated Insurance, The Network for Better Futures.
She has also worked to secure bonding, grants and other funding for social services and environmental organizations. She has lobbied on behalf of:
- Planning money for a facility used to convert refuse derived fuel and cellulosic material into methanol for the biodiesel industry, on behalf of Great River Energy.
- Construction bonding for the MacPhail Center for Music, the Colin Powell Youth Center, Hartley Nature Center.
- Legislative Commission on Minnesota Resources funding for Wilderness Inquiry and the Green Institute.
- Housing, corrections, and economic development appropriations for The Network for Better Futures.
Nancy has also advised clients regarding ballot questions, ranging from statewide referendums such as dedicating funds for transportation, to local hospital board elections.
Regulatory Affairs
Nancy has represented clients before a variety of Minnesota state agencies, dealing with a range of issues including licensing, negotiating and settling complaints and regulatory compliance matters. State agencies/departments with which she has worked include Agriculture, Commerce, Public Utilities Commission, Natural Resources, Pollution Control, and Corrections. In addition, she has represented clients with technical regulatory compliance needs at the U.S. Occupational Safety and Health Administration (OSHA), the U.S. Department of Agriculture, and the U.S. Food and Drug Administration.
Nancy has counseled businesses regarding the regulatory environment in Minnesota and has conducted state-by-state comparisons of regulatory regimes for clients.
Campaign Finance
Nancy has counseled clients in the areas of state and federal campaign finance, lobbying and gift laws and ethics, including:
- counseling corporate clients in establishing political action committees and effective and lawful issue advocacy
- counseling clients regarding political campaign contributions and spending
- counseling clients regarding compliance with state and federal lobbying, ethics and campaign finance laws
- auditing public election materials
- advising political candidates regarding campaign law compliance
- counseling clients wishing to participate in national political party conventions
Real Estate
Nancy works with commercial property owners to reduce their property taxes in various counties in Minnesota. This work involves assisting clients prepare filings and compile needed financial information, working with appraisers, and presenting the best case possible early on during negotiations with assessors and county attorneys in order to minimize the time and cost of taking appeals to trial.
Nancy's clients in real estate matters include: Ryan Properties, McCormack Baron and Salazar Inc., Sherman Associates, Goldblatt Investments, Inc., Neighborhood Development Corporation and Sons of Norway.
