Tom Froehle is Chief Operating Partner at Faegre Baker Daniels and a member of the firm's management board and executive committee. Before the combination of Faegre & Benson and Baker & Daniels on Jan. 1, 2012, he was a member of Baker & Daniels' management team from 2000 through 2011, having served on the executive committee as managing partner for practices before being elected to Chair and Chief Executive Partner commencing in January 2008.

In his legal practice, Tom has served government and corporate clients for more than 20 years. He utilizes his transactional and finance skills together with a deep understanding of government and related regulatory processes. In his public finance and securities practice, Tom has served as bond counsel for a variety of governmental entities, including state instrumentalities and universities, school corporations, cities and related entities. He has also been underwriter's counsel for national and regional investment banking firms, as well as special counsel to both state and local governmental units.

Tom's business practice is largely an outgrowth of his public finance practice, primarily working on economic development incentive, public/private partnership and riverboat gaming transactions. In this growing practice area, he represents corporate clients seeking to partner with state and local governments in connection with the relocation or expansion of facilities.

Public Finance Representative Experience

• Represented the Capital Improvement Board of Managers of Marion County in developing and financing the new convention center and stadium in downtown Indianapolis and negotiating a long-term lease with the Indianapolis Colts.
• Developed legislation for "Indianapolis Works," a local government consolidation initiative in Marion County.
• Implemented an infrastructure improvement program utilizing several different financing vehicles payable primarily from riverboat gaming revenues.
• Assisted with the development of a charter school financing program.
• Structured and implemented a creative multiple financing program for the development of a learning center in Columbus, Indiana, bringing together higher education, state workforce development and local business entities.
• Structured economic development incentive financings for development of a downtown hotel and major corporate headquarters.
• Served as underwriter's counsel in financings for the Indianapolis Department of Waterworks and the new Indianapolis Airport project.

Business Representative Experience

• Represented Honda Manufacturing of Indiana in location and development of a new manufacturing facility in Decatur County.
• Negotiated state and local incentives for a new headquarters facility in Hamilton County.
• Developed innovative incentive packages for expansions of research and manufacturing facilities in Marion County.
• Assisted with location of automotive supplier facilities throughout Indiana.
• Created and implemented a public/private partnership structure and negotiated an infrastructure incentive package for the Saxony development in Noblesville.
• Assisted companies with site selection and incentives for ethanol facilities throughout Indiana.
