Ms. Lucas' experience includes permitting, rulemaking and regulatory compliance under the Clean Air Act and Clean Water Act, National Environmental Policy Act compliance, and Resource Management Plan development under the Federal Land Policy and Management Act and Wild and Scenic Rivers Act designations.
Ms. Lucas also has extensive experience litigating water rights applications in Colorado water court. She has represented applicants for, and opponents to, surface and ground water rights applications in most divisions of Colorado water court and has been involved in multi-party negotiations for water rights settlements in the Colorado River basin.

Prior to joining Faegre & Benson, Ms. Lucas was an associate in the Denver office of Ryley Carlock and Applewhite and clerk to the Honorable Rhesa H. Barksdale on the United States Circuit Court for the Fifth Circuit. She earned her law degree from the University of Colorado Law School and her B.A. (cum laude) from Harvard University.
