Overview

David Gogol helps government entities tackle major projects and innovations. He is particularly focused on federal affairs work for local governments. Having worked for dozens of communities across the country and as a congressional operative during both Republican and Democratic administrations, David brings a broad base of experience to local leaders. David helps local governments execute projects and unlock efficiencies through public-private partnerships (P3) and other revenue-enhancing, cost-saving initiatives.

David works with transit agencies, economic development entities and cities of all sizes. His experience and cross-agency expertise is valued by institutions with broad missions that touch agencies across the federal sphere.

Private-Public Partnerships

As the transition director and a cabinet member for Mayor Steve Goldsmith of Indianapolis, David had the opportunity to play a leadership role in one of the most innovative governments of the latter half of the 20th Century. The Goldsmith administration completed more than 50 service competitions that led to significant Public-Private Partnerships (P3) transactions and dramatic cost savings for the city. Since then, the team has built upon the Goldsmith experience to lead some of the largest P3 projects in the nation.

Innovation and Business Process Re-engineering

As budget director in New Haven, Connecticut, in the mid-1970s, David established and led one of the first central offices of management and innovation in the nation. In its first year, the office had implemented sufficient revenue enhancements and cost savings initiatives to convert a 15 percent general fund deficit into a slight surplus. In the intervening years, David has worked with the firm’s management consultants on a number of cost-savings projects that have achieved important cost savings and improved services.
