Indianapolis Regional Center Update
The update to the Regional Center Ordinance and the new Regional Center Design Guidelines for the City of Indianapolis have been adopted and are now in effect.
Major ordinance changes in the updated Regional Center Ordinance include:
- Change of use no longer requires Regional Center Approval;
- Demolition now requires Regional Center Approval; and,
- Compliance with specific Design Guidelines related to four major design elements (urban structure, site configuration, massing and density, and character and appearance) are now required.
In addition, the Regional Center Ordinance and the new Regional Center Design Guidelines create a category of projects known as "High Impact Projects," which require legal notice and a public hearing before a new Regional Center Hearing Examiner prior to approval.
High Impact Projects are defined as:
- New construction hard cost of $1,000,000 or more; or
- Projects of 10,000 square feet or more in size; or
- Surface Parking lots of 20,000 square feet or more in size; or
- Proposed site changes and/or exterior envelope changes valued at a hard construction cost of $500,000 or more; or,
- Demolition of buildings that are considered to be historic (as defined in U.S. 2.2.1) but not included in Indianapolis Historic Preservation Commission districts.
