Welfare Benefit Plans
Cynthia counsels employers and third-party administrators on the design and implementation of welfare benefit plans, including:
- Wellness programs
- Retiree medical plans
- Disability plans
- Consumer-driven health care plans such as health savings accounts (HSAs) and health reimbursement arrangements (HRAs)
Cynthia guides clients on how to comply with HIPAA's privacy and security rules, COBRA, ERISA, state insurance laws and the Internal Revenue Code. She also advises on the Affordable Care Act's employer mandate, coverage and reporting requirements.
Cynthia helps employers with issues related to their retirement plans, including the special employee benefits rules applicable to plans sponsored by tax-exempt, church and tribal employers, such as 403(b) tax-sheltered annuities.

During company mergers and acquisitions, Cynthia advises clients on how to handle employee benefits matters such as controlled group, withdrawal liability and COBRA issues.
