City of Hammond Negotiates With EPA and USDOJ on Clean Water Act

A municipality defended a multiyear negotiation and litigation over alleged violations of the Clean Water Act (CWA) arising from Combined Sewer Overflows (CSOs). Our firm negotiated a settlement of over $1 million in penalties and necessary accommodations of hundreds of millions of dollars in sewer infrastructure upgrades to ensure affordability on behalf of the municipality. 

We also secured reductions of hundreds of thousands in additional penalties through negotiation of a Supplemental Environmental Project (SEP) that will benefit the environment of the surrounding community.
